Samoa issued a wave of small-format gold pieces in the late 2000s aimed squarely at the themed collectibles market, and this Maya Calendar issue is among them. The timing — 2008 — placed it squarely in the pre-2012 commercial frenzy around Maya eschatology, when anything referencing the calendar commanded a retail premium well above melt.

Samoa has no historical connection to Mesoamerican civilization whatsoever. The licensing arrangement is purely fiscal.
