| Opis awersu | Printed in violet-purple on cream paper, the obverse is arranged symmetrically with four circular rosette vignettes in the corners, each bearing the denomination in Arabic script. A central ornate cartouche with scalloped floral border contains the principal inscription of the Azerbaijan National Government. The Azerbaijan People's Government was a Soviet-backed separatist administration that controlled northwestern Iran for roughly a year, from late 1945 until December 1946, when Iranian army forces moved in and the regime collapsed almost overnight. Its leader, Jafar Pishevari, fled to the Soviet Union. These notes — named after him in the series title, though his name does not appear on the currency itself — were issued as part of a parallel economic structure the government attempted to establish in Tabriz.
Circulation was brief and geographically confined. After the regime's fall, the notes were declared void by Tehran. Surviving examples owe their existence largely to collectors and to individuals who kept them as curiosities rather than spending them.
