The CFA franc zone requires each BCEAO note to carry two signatures: one from the national Minister of Finance (or equivalent) of a rotating member state, and one from the BCEAO Governor. This accounts for the unusually long signature roster across the 2003–2022 production run — the left signatory changed repeatedly as ministerial appointments shifted across Benin, Burkina Faso, Côte d'Ivoire, Guinea-Bissau, Mali, Niger, Senegal, and Togo. Collectors treating year-dated examples as distinct types will find some signature combinations considerably scarcer than others.
The franc CFA itself has been pegged to the French franc, and since 1999 to the euro, at fixed rates guaranteed by the French Treasury — an arrangement that remains politically contested among member states.
