The Banque des États de l'Afrique Centrale serves six member states simultaneously — Cameroon, Central African Republic, Chad, Republic of Congo, Equatorial Guinea, and Gabon — which means a single note must function across wildly different economies without regional differentiation beyond the letter code. Oberthur's Rennes facility has printed BEAC currency for decades. The dual-signature format reflects the BEAC governance structure: one signature from the Governor, one from a national director.
