Transnistria's breakaway administration issued this note following the 1992 armed conflict with Moldova, during a period when the unrecognized republic was building parallel institutions almost from scratch. The "Printed: 30.04.1945" field almost certainly refers to a plate or series code rather than an actual press date — 1945 predates Transnistria's existence by nearly five decades.
