Cuba's INTUR coinage was created specifically for use by foreign tourists, forming a parallel currency system designed to capture hard currency while preventing visitors from accessing the peso economy. The 1981 issues were struck as the Castro government tightened controls over dollar-denominated spending, funneling tourist transactions through state-run hotels and shops where only INTUR tokens were accepted.
Ordinary Cubans found in possession of these pieces faced legal jeopardy — holding hard-currency substitutes was a prosecutable offense.
