Rufisque, once the dominant commercial port of French West Africa and the region's primary groundnut export hub, had largely been eclipsed by Dakar by 1920 — yet its Chamber of Commerce still found it necessary to issue emergency token coinage that year. The French colonial administration had failed to supply adequate small-denomination currency to the territories, a chronic problem that pushed local commercial bodies across Francophone Africa to fill the gap themselves.
