La Bisbal d'Empordà was one of hundreds of Catalan municipalities forced to produce their own emergency fractional currency during 1937–38, after the Republican government's chronic shortage of small-denomination coinage left local commerce essentially unable to function. These municipal issues — known collectively as moneda local — were authorised under a June 1937 decree from the Generalitat de Catalunya, which gave towns the right to print their own circulating paper rather than grind to a halt.
Turró catalogues La Bisbal's issues meticulously, but surviving examples in any condition are thin on the ground — the notes were only ever intended for hyperlocal use, and most were withdrawn or simply discarded when the Nationalist advance rendered them worthless in early 1939.
