In the immediate aftermath of World War I, Romanian authorities administered Bukovina before formal annexation was consolidated, and the local Austro-Hungarian currency needed to be distinguished from notes still circulating in non-Romanian territories. The solution was a straightforward overprint on existing Austro-Hungarian Bank stock — faster and cheaper than commissioning new printing. These were not issued through Bucharest's central apparatus but through provisional regional authority, which is why the series sits outside the main Romanian Pick sequence and carries the "R" prefix.
The 1919 print date in the catalog data and the "30.04.1945" printed date are irreconcilable — the latter likely reflects a cataloging or transcription error, since by April 1945 Bukovina was under Soviet occupation and no Romanian overprinting authority operated there.
