Liberia's monetary system was in severe disarray by 1999. Years of civil conflict — the First Liberian Civil War had only recently subsided, and the second was still ahead — left the banking infrastructure largely non-functional, meaning many of these notes circulated in a cash economy with almost no formal institutional support. The Central Bank itself had effectively collapsed in operational terms during the worst years of fighting.

Thomas De La Rue's involvement signals that the notes were produced to a specification higher than what domestic conditions warranted at the time. P#22 is not rare, but examples without the heavy soiling typical of prolonged hand-to-hand use in Monrovia's informal markets are harder to find than the pick numbers suggest.
