Bouvet Island is an uninhabited Norwegian dependency in the South Atlantic — no permanent population, no economy, no monetary system. "Fantasy notes" issued under its name are privately produced novelty items with no governmental authorization and no status as legal tender, ever. This one carries a watermark, which is a detail the producers presumably included to lend an air of legitimacy.
It is a collectible curiosity, nothing more. Catalog accordingly.
