The Antarctica Overseas Exchange Office Ltd. is a private novelty issuer, not a monetary authority of any kind — these notes have no legal tender status anywhere and were produced purely for the collector market. The "Scott's Hut" theme references the Discovery Expedition hut at Hut Point, Ross Island, built in 1902 and still standing.
Polymer substrate on a private fantasy note is an unusual choice, given the material cost, but it was likely selected to suggest legitimacy by mimicking the production standards of real circulating currency.
