Somalia had no functioning central government in 2000 — the state had collapsed in 1991 and wouldn't see even a transitional federal authority until 2004. These "Somali" issues from that period were produced entirely by private minting operations, typically in Europe, exploiting the legal vacuum around the dormant national coinage franchise. The nominal issuing authority existed on paper only.
