Rwanda's 1964 coinage program was developed in the immediate aftermath of independence from Belgian administration, with the newly established Banque Nationale requiring an entirely new monetary infrastructure from scratch. Several denominations were struck as essais — pattern pieces — before final specifications were confirmed. KM#E3 represents one of these trial strikings, produced to test the copper-nickel composition against alternative alloys being evaluated for the circulating series.
