Suriname's Centrale Bank was established in 1957, taking over issuance from the Surinaamsche Bank, and this 1963 series was among the earliest fully domestic emissions under that new authority. Enschedé in Haarlem had deep roots printing currency for Dutch colonial and post-colonial territories, making them a natural choice for Paramaribo's requirements well into the independence era — Suriname wouldn't break from the Kingdom of the Netherlands until 1975.
P#121 is not a scarce note in circulated grades, but genuinely uncirculated examples are harder to locate than the catalog frequency suggests.
