Werfen is a small market town in the Pongau district of Salzburg province, and like hundreds of similarly sized Austrian municipalities, it was forced into the note-issuing business by the catastrophic small-change shortage that gripped the Austro-Hungarian Empire during the First World War. The central authorities simply could not keep low-denomination coinage in circulation — metal was needed elsewhere — leaving local governments to fill the gap with their own Notgeld.
The JPR1173b designation within the Jaksch catalogue suggests this is a second variety within the Werfen 10 Heller series, likely differing from the 'a' type in paper color, overprint, or authorization stamp.
