Ukraine began printing its own banknotes domestically only after establishing the Banknote Printing and Minting Works in Kyiv in 1994 — a deliberate move away from reliance on foreign printers that had handled earlier hryvnia issues. The P#119 is part of a modified series introduced in 2004 that updated security specifications on denominations already in circulation, rather than representing a wholesale redesign.

The watermark remains the primary listed security feature, which by mid-2000s standards was minimal. Higher-denomination contemporaries in the series carried threads and more complex protections; the 10 hryvnia's lighter security profile reflects its position as a workhorse note expected to turn over quickly in daily use.
