The Bank of Bougainville issued this note as part of an assertion of financial autonomy by the Autonomous Region of Bougainville, which at the time had not yet achieved independence from Papua New Guinea — that referendum came in 2019, returning an overwhelming 98% vote in favor of separation. The note predates any formal monetary authority recognized under PNG law, which gives it an ambiguous legal status that collectors find genuinely interesting.
Whether these circulated in any meaningful commercial sense is debatable. The kina remains PNG's currency in Bougainville to this day, pending the unresolved political negotiations over full independence.
