Bergen's municipal government issued this note during the German occupation of Norway, when the Reichskommissariat's seizure of Norges Bank reserves created an acute shortage of small-denomination currency in circulation. Several Norwegian municipalities stepped in as emergency issuers in 1940 — Bergen among the most administratively organized of them.

Local printing under occupation conditions meant quality control was inconsistent across the run, and surviving examples show noticeable variation in ink density and registration.
