Bulgaria entered the First World War on the side of the Central Powers in October 1915, and by 1917 the strain on state finances was severe enough that the Bulgarian National Bank was issuing notes well beyond its gold backing — hence the irony of "Zlatni" (gold) on a wartime inflationary emission. Giesecke & Devrient in Leipzig produced the series under active wartime conditions, which accounts for the two signature combinations: Venkov was replaced by Popov as the relevant signatory during the note's production window, creating the two distinct varieties now catalogued under P#22.
