Montenegro's 1914 treasury notes were issued by the Glavna Državna Blagajna as an emergency fiscal measure in the opening weeks of the First World War, when the kingdom's monetary system — dependent on the Austro-Hungarian krone circulating alongside the perper — came under immediate strain. The perper had only been introduced in 1906, making this a young currency already under existential pressure.
Montenegro was overrun by Austro-Hungarian forces in early 1916, and the government went into exile. Notes from this issue that survived the occupation did so largely by accident. The series is genuinely scarce in any condition.
