Montenegro's Royal Treasury issued this note in 1914 as the kingdom mobilized for the First Balkan War's aftermath and the opening of the broader European conflict. Printing in Cetinje rather than contracting a Western European security printer was a practical necessity — the country had neither the time nor the foreign currency reserves to outsource production by that point. The result is a note produced under genuinely austere conditions, with an official stamp serving as the primary authentication device in place of more sophisticated anti-counterfeiting measures.
Montenegro ceased to exist as an independent state just four years later, absorbed into the Kingdom of Serbs, Croats and Slovenes in 1918.
