When Japanese forces cut off Negros Occidental from Manila in late 1941, local authorities faced an immediate currency shortage. The Negros Occidental Currency Committee, operating under emergency powers, authorized the Philippine National Bank branch to issue a series of guerrilla-style emergency notes printed locally by Filma Press — a commercial printer with no prior experience producing currency. The resulting notes are technically rough by any central bank standard, and that roughness is itself the historical record.
At over 12 million pieces, the print run was substantial for a provincial emergency issue, though wartime losses, destruction upon Japanese occupation of the island, and post-liberation redemption all reduced surviving populations considerably.
