The Estado Soberano de Bolívar was one of nine sovereign states established under Colombia's 1863 Rionegro Constitution, which granted individual states the right to issue their own currency — an arrangement that produced a chaotic proliferation of regional paper money with no federal backing and wildly uneven public trust. Hamilton Bank Note Engraving & Printing Co. in New York handled a significant share of this Latin American regional work in the period, supplying intaglio-printed notes to issuers who lacked domestic printing infrastructure.
The Rionegro federal structure collapsed in 1886 with the new centralist constitution, at which point all sovereign state currencies were formally suppressed.
