The Government of India's direct note issuance during this period predates the Reserve Bank by over two decades — the RBI wasn't established until 1935, and until then the Finance Department issued currency through a succession of Controllers of Currency, whose signatures distinguish the date ranges within this series. Gillan, Howard, and Gubbay each signed in their capacity as Controller, making the signature the primary dating tool for catalogers when a precise date isn't handwritten or stamped on the note itself.

World War One created significant pressure on Indian currency supply, partly explaining the extended production run through 1918. Notes from the Gubbay signing years are generally the more available of the three.
