Petrolunion was a Yugoslav petroleum industry association, and these fuel vouchers — denominated in dinara rather than liters — were a direct consequence of the hyperinflationary spiral that made fixed-volume pricing impractical. By denominating in currency rather than quantity, the issuer transferred the exchange-rate risk back to the end user. The 100,000 dinar figure alone dates this firmly to the early 1990s collapse, when that sum was becoming functionally trivial within weeks of printing.
ZIN's involvement is notable. The state banknote printer producing fuel scrip speaks to how thoroughly monetary infrastructure had broken down.
