The Baltic Islands dollar has no issuing authority in any recognized monetary or constitutional sense — these notes were produced as novelty or fantasy items, almost certainly for the souvenir and collector market. No Baltic Islands jurisdiction with currency-issuing powers exists or has existed.
Cotton substrate and banknote-format dimensions suggest production by a security printer familiar with the medium, but that tells us nothing about legitimacy. Worth cataloging as a fantasy piece, not as an issued note.
