By 1999, the Central Bank of Liberia was operating under extraordinary duress — the country had only recently emerged from the first phase of its civil war, and the financial infrastructure was severely compromised. This note was printed by the American Bank Note Company in New York, though ABNC itself was in terminal decline by this point, filing for bankruptcy in 1999, the same year this note was issued. It was among the last commissions the company fulfilled before ceasing operations.

The security thread and watermark were meaningful inclusions given the chronic counterfeiting problems Liberia faced during the conflict years.
