This note belongs to the long-running "State Quarter"-inspired legal tender novelty series produced by private mints and marketed aggressively to collectors — it is not issued by the Federal Reserve, the U.S. Treasury, or any arm of the federal government with currency authority. Delaware has no power to issue currency. The "State of Delaware" framing is a marketing construct, and these notes carry no legal tender status despite the denomination printed on them.
The hologram is the giveaway: genuine Federal Reserve Notes use color-shifting ink and security threads, not holograms. Buyers should understand what they are acquiring.
