Armenia's "Silver Seagull" program launched in 1998 as a bullion and collector series aimed at establishing the young republic's presence in the international numismatic market — the Central Bank had only been issuing coins since 1994. Mintages for this series were small and distributed largely through European numismatic wholesalers, meaning survivors in original condition are more common in Western collections than domestic ones.

The KM#78a designation distinguishes the .925 fine version from related issues in the series with differing compositions.
