The Recette Générale — Luxembourg's general revenue office rather than a central bank — issued this note under an arrangement that persisted well into the interwar period, reflecting the Grand Duchy's unusual monetary situation as a participant in the Belgian-Luxembourg Economic Union of 1921. Belgian francs circulated alongside Luxembourg's own issues, and local paper currency occupied a peculiar secondary role as a result.
American Bank Note Company's involvement here is no accident — ABNC held contracts across a number of small European states during the 1930s whose domestic printing infrastructure couldn't meet security standards. P#39 is among the final issues from this institutional arrangement before Luxembourg's monetary apparatus was reorganized in the late 1930s.
