This note doesn't exist as legal tender. France has used the euro since 2002, and the Banque de France has issued no franc-denominated notes since. "100 francs – Alain Delon" is almost certainly a privately produced fantasy or novelty piece — the kind sold at souvenir counters or marketed online as collectibles without any issuing authority behind them. Polymer construction and a watermark on what is essentially a promotional item tells you more about the manufacturer's aspirations than about any real monetary instrument.
