The Torres Strait Islands were granted a regional governing authority in 1994 under Queensland legislation, but they have never had independent monetary authority — making this "100 Kina" denomination a fiction invented purely for the collector market. The kina is the currency of Papua New Guinea, not Australia, and the Torres Strait Islander communities use Australian dollars.
