Czechoslovakia declared independence in October 1918, and the new state's first monetary priority was separating its currency from the old Austro-Hungarian krone — fast. In February 1919, Finance Minister Alois Rašín organized a week-long stamping operation in which all Austro-Hungarian banknotes in Bohemia, Moravia, and Slovakia were physically perforated or overstamped to transform them into provisional Czechoslovak currency. This P#11 is a product of that emergency, not a purpose-designed note.
The stamping simultaneously served as a census of private wealth, since citizens had to declare holdings to participate — a deliberate policy move by Rašín to identify and tax accumulated wartime capital.
