Romania's first domestically authorized paper currency series, though printed in Paris, emerged from the immediate financial pressures of the 1877 Russo-Turkish War — Romania declared independence mid-conflict and needed a functioning monetary instrument fast. The Ministerul de Finanțe, not the yet-to-be-established National Bank, served as issuer precisely because no central bank existed yet; the Banca Națională a României wouldn't be chartered until 1880.

Bramtot and Duval were both associated with the Imprimerie Nationale's established repertoire of intaglio work, and Dujardin's engraving on this issue is among the finer examples of French state printing exported to a newly sovereign client in this period.
