The Banca Generală Română was not a Romanian institution in any meaningful sense — it was established by German occupying authorities in Bucharest in December 1916, weeks after the fall of the capital, specifically to control the financial system of occupied Wallachia and Moldavia. Notes issued under its name were occupation currency imposed on a population whose own National Bank had evacuated to Iași with the retreating government.
The printed date of 30 April 1917 places this note squarely within the height of German occupation, before the armistice Romania signed with the Central Powers in early 1918.
