This piece commemorates the Salto Grande hydroelectric dam, a joint Uruguayan-Argentine project on the Uruguay River that had been in negotiation since the 1940s and finally began generating power in 1979. Construction was managed through a binational technical commission — the CTM — that operated independently of both governments, an unusual administrative arrangement for the region at the time.
