Not a circulating banknote but a commemorative specimen card issued by Enschedé to mark the centenary of the Turkish Republic. Enschedé has printed Turkish currency for decades, and this piece was produced as a trade and collector item — the kind of thing distributed at security printing conferences and to institutional clients rather than placed into circulation by any central bank. No denomination, no issuing authority in the monetary sense.
The watermark inclusion is deliberate: a showcase of the firm's own security paper capabilities rather than a requirement of any issuing body.
