This note predates that reform by months, placing it squarely in the final chaotic phase of Kuomintang monetary policy before Taiwan became the government's last redoubt. Printing at the Central Engraving and Printing Factory in Taipei rather than on the mainland marks a logistical shift that itself tells a story — presses, plates, and personnel had been relocated ahead of the Communist advance.
