TRO Nama was a Yugoslav retail cooperative — "Trgvačko Robno Odjeljenje" or similar trade goods enterprise — and this note is a privately issued internal payment voucher rather than state currency. Such cooperative and enterprise scrip circulated within closed distribution networks in socialist Yugoslavia, typically redeemable only at the issuing organization's own outlets. The Zavod za Izradu Novčanica, the official Yugoslav banknote printing works in Belgrade, produced scrip of this kind for various state enterprises and cooperatives alongside its government contracts.
The watermarked paper is notable — most enterprise scrip used plain stock, so the decision to source security paper from the state printing works suggests either a meaningful circulation volume or concern about internal counterfeiting.
