Hungary's transition from command economy to market system was still incomplete when this note entered circulation. The National Bank was operating under a new central banking law passed in 1991, which formally separated its monetary functions from direct government financing for the first time under the post-communist framework — a distinction this denomination made tangible at street level, where 1000 forints still carried genuine purchasing power.
The paper issues of this period were almost entirely displaced within a decade by polymer and updated security designs, making survivors in clean condition less common than the print runs would suggest.
