The Banque de l'Algérie was technically an independent institution, but in practice its notes during the Vichy period were produced entirely at the Banque de France's Paris atelier — a relationship that became politically charged after the Allied landings in North Africa in November 1942. From that point, Algiers and Paris were on opposite sides of the occupation line, and the question of currency legitimacy grew complicated fast.

Beltrand was among the most accomplished intaglio engravers working for the Banque de France in the interwar and wartime decades. His presence on this note is a reliable indicator of the high quality of the plate work.
