Togo's early 2000s collector issues were produced under the West African CFA franc system, though the country had no independent minting authority — these pieces were struck by contract mints in Europe and bear no practical relationship to Togolese monetary circulation. The "Preussen" designation places this within a series honoring Prussian historical subjects, an unusual editorial choice for a West African issuer that reflects the collector-market arbitrage common to CFA-denominated commemoratives of this period.
