The BCEAO has issued commemorative silver under the franc CFA umbrella since the 1990s, largely targeting the collector market rather than circulation — these pieces were never intended to pass hands in Dakar or Abidjan. The Athens 2004 Games prompted a wave of licensed issues from monetary authorities with no connection to Greece, and the BCEAO was among dozens of mints and issuing bodies that purchased licensing rights from the IOC to produce legal-tender commemoratives for the international numismatic trade.
