This is not a banknote but a philatelic-numismatic souvenir item — a "foglietto" issued by the Ministero per i Beni Culturali e Ambientali for collector purposes, never intended for monetary circulation. The Istituto Poligrafico dello Stato produced these pieces using genuine intaglio and embossing techniques drawn from its security printing operations, lending them a convincingly official appearance.
