Turkmenistan's 1994 gold issues commemorated the third anniversary of independence from the Soviet Union, declared in October 1991 under Saparmurat Niyazov — who had simply converted his position as First Secretary of the Turkmen SSR into a presidency. The Central Bank was itself barely operational at the time of striking, having only gained the authority to issue coinage following the introduction of the manat in November 1993, which replaced the Soviet ruble at a rate of 1 manat to 500 rubles.
Mintage figures for this series remain poorly documented in Western references.
