Western Sahara has no functioning government with recognized monetary authority — the territory has been administered by Morocco since 1976 following Spain's withdrawal, while the Polisario Front claims sovereignty from exile in Algeria. Coins issued under the "Western Sahara" name are produced by private minting houses for the collector market, with no circulation whatsoever in the territory itself.

KM#49 is part of a series of such issues from the late 1990s bearing famous historical figures. The Leonardo connection to any specific anniversary or Saharan relevance is nonexistent — 1999 coincides with the 480th year since his death, not a round figure by any conventional reckoning.
