Western Sahara has no recognized government with independent minting authority — these issues originate from private licensing arrangements, with the pieces struck speculatively for the collector market rather than ever circulating. KM#43 is one of dozens of such fantasy issues attributed to the territory during the 1990s, a period when several firms exploited the legal ambiguity of the region's status to produce silver coins under nominal territorial names.
