The State Treasury notes of 1918 occupy an awkward, transitional position in Russian monetary history — issued by the Provisional Government's successor apparatus just as the Bolsheviks were consolidating control. The 1000 Rouble denomination was the highest in this series, and the volume printed was enormous; the inflationary spiral already underway meant denominations that would have been unthinkable in 1913 were routine by mid-1918.

Notes from this series circulated across multiple competing territories simultaneously — White Army zones, Soviet-held regions, and foreign-occupied areas each accepted or rejected them according to local political realities. Pick 29 is frequently found with rubber-stamp overprints applied by regional authorities, which can significantly affect attribution and value.
