India's National Plan Savings Certificates were instruments of deliberate capital mobilization, designed to channel private savings directly into Five-Year Plan expenditure. A twelve-year maturity was unusually long by contemporary standards — the government was essentially asking the public to lock money away through two complete planning cycles, a significant commitment in a country where inflation anxieties ran high and institutional trust was still being established after Partition.
These certificates circulated outside the normal Reserve Bank note-issuing framework, issued directly by the Ministry of Finance. The 1000 Rupee denomination would have placed this well beyond everyday retail savings — the target holder was a business, institution, or wealthy individual, not a wage earner.
